EUCOLIGHT and several prominent European organizations, including EXPRA, CEFLEX, WEEE Forum, EUCOLIGHT, EUROPEN, The Slovak Association for Branded Products, and Flexible Packaging Europe, are publishing a joint letter expressing strong concerns about the recent legitimization of state-run Producer Responsibility Organizations (PROs) in EU legislation. This concept, recently included in the Batteries and Packaging & Packaging Waste Regulations and proposed for the Waste Framework Directive revision, contradicts the core principles of Extended Producer Responsibility (EPR).
The letter highlights the detrimental impact of state-run PROs, which lack direct producer involvement, on the effectiveness of waste management and recycling initiatives. It calls for the removal of references to state-run PROs from the Waste Framework Directive and urges the EU to monitor and revise the implementation of such systems to ensure they align with best practices for sustainability.
